Selection Criteria And Methodology

For the Cohort 1 Business Development Services (BDS) Training Support under Component 2 of the KJET Project, two (2) clusters per county were selected based on the approved scoring rubric. This process resulted in a total of ninety-four (94) clusters identified across Kenya’s 47 counties to benefit from classroom-based BDS support. Below are the standardized, system-generated messages that will appear when clusters query their application status on the KJET portal.

Independent Scoring and Moderation

Each eligible application was scored independently by an evaluator; spot checks were done in each of the evaluator's reviews. Where significant differences in scores were recorded, moderation sessions were held to reconcile the variations. This reduced subjectivity and reinforced the reliability of final scores.

Manual Review of Flagged Cases

Applications flagged as ineligible at the eligibility stage were subjected to another manual review before final exclusion. This step provided an additional safeguard to ensure that no cluster was disqualified due to clerical errors, incomplete formatting, or poor-quality scans.

Audit Trail and Documentation

Every step of the assessment process was documented, from eligibility decisions to scoring records. Audit logs were maintained to provide traceability and allow for independent verification of results. All application files remain archived and accessible for reference.
